Monday 23rd November 2015, Director Food and Strategic Reserve (Engr. M. O. Adewoye) briefed the Hon. Minister of Agriculture and Rural  Development (Chief Audu Ogbe) on activities of the Department at Minister's Conference Room. In responses the Minister pledged to add two mandate crops to the National Reserves.

The Department was formerly known as Strategic Grains Reserve Department, it was re designated as Food and Strategic Reserve Department in 2014 due to the reorganisation in the ministry. Its main function is the construction, rehabilitation, maintenance of food storage facilities and equipment, management of national / regional food security reserve. It presently has 33 Silo Complexes and 48 Warehouses with a combined storage capacity of 1.3 million MT.

Mr. Anthony Itseuma lead the Federal Ministry of Agriculture and Rural Development (FMARD) Team



Mr. Anthony Itseuma of Food and Strategic Reserve Department lead the Federal Ministry of Agriculture and Rural Development (FMARD) Team to Policy Makers meeting on presentation of Household Economy Analysis (HEA-Sahel) Atlas presented by Save the Children International at SCI Conference Room, Maitama, Abuja on 2nd September 2015.
        Household Economy Analysis (HEA) is a methodology for assessing livelihood and food security, it provides a quantitative database and analysis Centered on three integrated elements; first, where households normally obtain their food  and the proportions, to satisfy their energy requirements (measured in food calories) – whether from their harvests,  from the market,  as gifts collected wild foods, etc, secondly how they obtain the cash to purchase food and other essentials for life and livelihood? Thirdly, what do they spend their money on and in what proportion? Information on these questions and associated subjects are gathered in relation to wealth groups within the population

          He added that the proposal for approval for the mop-up will be conveyed to the Permanent Secretary Federal Ministry of Agriculture and Rural Development for onward presentation to Mr. President, President Muhammadu  Buhari for final approval.

Management of Stored Commodities

One of the major statutory functions of SGR department is to procure, safeguard and release grains/food commodities to government in times of emergency and the Engr Adewoye led department justified the confidence reposed in it as it lived up to expectations in 2015 in the following ways:
Grain Procurement
To ensure availability of grains, a proposal has been send to Permanent Secretary to procure thousands of metric tonnes of assorted food commodities and Paddy Rice from dry season farmers under Guaranteed Minimum Price (GMP) programme for 2014 procurement season.

In order to consolidate on the progress and gains achieved so far through the transformation of the agricultural sector of the economy, the ministry signed a MoU with African Exchange (AFEX) to start a pilot-phase of the Warehouse Receipt System (WRS). Seven out of forty-eight units of the completed 2,000MT-Capacity community warehouses were selected for the pilot-phase of the WRS and has been in operation since December, 2013 and January, 2014.
